It is an unconditional covenant. Prior to making this covenant God saw that the mankind were committing sin and it made God repent for creating them. So, God decided to destroy the entire earth, not parts of it, or a small part (local), but the entire earth (global). But, Noah found grace in God’s eyes. So God saved Noah and his family from that destruction.
This covenant is unconditional because it was not based on any condition. This covenant also indicates God’s grace and His faithfulness.
